GOP Demands an End to Project Labor Agreements

Delegates at the 2012 Republican National Convention in Tampa, Fla., Aug. 28, formally adopted the party’s national platform. Contained in the 54-page document is language that “demands an end to project labor agreements.” In addition, the platform calls for the repeal of the Davis-Bacon Act, “which costs taxpayers billions of dollars annually in artificially high wages on government projects.”

How to Handle MLR Rebates Under the Health Care Law

Under the Patient Protection and Affordable Health Care Act, health insurance issuers are required to spend a minimum percentage of their premiums, called a medical loss ratio (MLR), on health care and health care quality improvement activities. Health insurance issuers that do not meet this minimum, which is at least 80 or 85 percent of their premiums, must pay a rebate to consumers.

ABC member Markwayne Mullin, owner of Mullin Plumbing, Inc., Broken Arrow, Okla., and a member of ABC’s Oklahoma Chapter, on Aug. 28 won a runoff race that allows him to compete for a seat in the U.S. House of Representatives.

ABC Offers Updated Guidelines for Apprenticeship Standards

Capping off ABC’s celebration of craft training for the 75th anniversary of the passage of the National Apprenticeship Act, ABC is reminding its members that in November 2011, ABC updated its National Model Guidelines for Apprenticeship Standards to allow distance learning; competency- and technology-based language; a hybrid and interim credential carpentry program; and reduce payment of benefits as part of the wage and fringe benefits ratios.

Construction Confidence Wanes as Nation Approaches Fiscal Cliff

WASHINGTON, D.C. – Associated Builders and Contractors (ABC) today released its newest construction economic measure, the Construction Confidence Index (CCI). The CCI reflects three aspects of the U.S. nonresidential construction industry – sales prospects, staffing levels, and profit margins. During the second quarter of 2012, all three indices declined, undoing much of the first quarter’s progress and indicating that nonresidential construction momentum is waning. However, index values remain above 50, indicating ongoing expectations of construction spending growth.
  • Sales expectations fell from 68.3 to 62.3
  • Profit margins fell from 57.9 to 53.5
  • Staffing levels fell from 64.3 to 59.8
